In short
President Yoweri Museveni has dropped Prime Minister Amama Mbabazi from cabinet and replaced him with Health minister Dr Ruhakana Rugunda.

Health minister Dr Ruhakana Rugunda has been appointed Prime Minister in the new cabinet changes announced by the presidency this morning.

In a letter dated September 18, 2014, President Yoweri Museveni informs the Speaker of Parliament, Rebecca Kadaga, of the changes at the Prime Minister's office. "I hereby forward the names and curriculum vitae of Dr Ruhakana Rugunda to you for the required parliamentary approval," Museveni's letter says in part.

Rugunda now takes over from Amama Mbabazi who has been in the position since 2011.
The Uganda government spokesperson, the Media Centre director  Ofwono Opondo, told URN that the mini cabinet reshuffle only affected the Office of the Prime Minister, with other ministries remaining untouched. Asked where Mbabazi has been redeployed, Ofwono simply said, "He has been dropped."
On who takes over from Rugunda as health minister, Ofwono said the state ministers will be acting in the meantime.
The latest developments may be viewed as part of an apparent power struggle between President Yoweri Museveni and Mbabazi which came into the open in February during an NRM party caucus retreat in Kyankwanzi.
Legislators openly attacked Mbabazi for nursing presidential ambitions and signed a resolution to have President Museveni as the sole party candidate for the 2016 elections.
When contacted on phone, Mbabazi simply said he was waiting for official communication from the President.
