Mbarara Municipal Officials Held Over Taxi Park Tender

Three senior officials of Mbarara municipality were picked up last evening on the orders of the Public Accounts Committee of parliament. They are Jackline Masambu, the acting Town Clerk Mbarara Municipality, Richard Kerere, the Principal Treasurer and Senior Procurement Officer, Edgar Atwiine Rwabutwagu.



Trouble for the trio started when they appeared before PAC at Mbarara District Council on Tuesday and gave contradictory information on the Mbarara Taxi park tender.  In her explanation, Jackline Masambu, the assistant Town Clerk Mbarara Municipality, claimed that they tendered the Taxi park to Mbarara United Tax drivers and Owners Association for five years.

 
She was contradicted by Richard Kerere, the Principal Treasurer and Senior Procurement Officer, Edgar Atwiine Rwabutwagu who said the contract was only running for one year.  The committee tasked Masambu to explain why the taxi park was tendered out for five years in vain.

Following the failure by the officials to explain the matter, Reagan Okumu, the PAC Chairperson ordered for their arrest for alleged abuse of office. According to Okumu, more officials are involved in the mess in Mbarara municipality.

Okumu called for a special audit in the revenues of Mbarara municipality as the auditor general's report shows under collection and declaration.
 
According to Okumu, only Shillings 2 billion out of the projected Shillings 3 billion local revenue was collected last year financial year. Johnson Munono Baryantuma, the Mbarara Municipality town clerk who is among those who were set to appear before the committee did not turn up as he was reportedly on leave.



Jaffar Magyezi, the Mbarara District Police Commander says the officials are being held at Mbarara police station as they wait for further instructions. The tendering of Mbarara Taxi Park for five years has been an issue of contention among Mbarara municipal council officials.
