Julius Locheng Lotyakatau, the Kotido District Council Speaker, says it is unfair for the minister to revoke all the nine newly created Sub counties. Locheng notes that only Lokililingi sub county is being contested by Abim district.

The Local Governments Minister, Tom Butime has revoked nine newly created sub counties in Kotido district. They are Lokwakial, Kanair, Kapeta, Maaru, Longaroe, Napumpum, Kamoru, Loletio and Lokililingi sub counties.

The Local Government Ministry had approved the creation of the sub counties on July 5, 2017 and they were expected to start operating in the next financial. However, in an August 21st, 2017 letter, Butime says he has revoked the creation of the sub counties citing contention, which might breed conflicts.

"The ministry has however received a complaint from leaders of Abim district alleging that Kotido district council resolution on creation of the new sub counties illegally annexed parts of Abim in the newly created sub counties", Butime's letter reads in part.

Julius Locheng Lotyakatau, the Kotido District Council Speaker, says it is unfair for the minister to revoke all the nine newly created Sub counties. Locheng notes that only Lokililingi sub county is being contested by Abim district.

"If Abim raised issues with Lokililingi, the minister would then leave the eight sub counties. Why revoke all the nine? We are going to sit again and discuss the way forward", Locheng told URN on phone.

Jimmy Ochero, the Abim District LC V chairperson declined to comment on the matter, saying he was busy. However, reliable sources in Abim, say there are complaints about Napumpum Sub County as well.
