Ministry Unveils SMS Platform to Expose Unlicensed Schools

The Ministry of Education and Sports (MoES) has unveiled a Short Message Service (SMS) platform to help parents confirm the registration status of schools.

The Ministry's move is contained in a notice through which the Executive Director of Kampala Capital City Authority (KCCA), Chief Administrative Officers (CAOs), Town Clerks and Resident District Commissioners (RDCs) were directed to clip the operations of all unregistered schools.

In the notice, the Permanent Secretary Alex Kakooza also directed Municipal and District Education Officers and school inspectors to ensure that no private school operates in the school calendar year 2017 without a valid license or registration certificate issued by the Ministry of Education and Sports.


Kakooza cautioned those who defy the directive will be doing so at their own risk and peril of their children who may be barred from sitting national examinations since the Ministry would not have quality assured what is being taught to them.

"The public is also advised to desist from enrolling their children in schools that do not have valid authority to operate from the Ministry of Education and Sports," the statement reads.

According to the notice, the licensing or registration status of a school can be established physically through available license or registration certificate in the head teacher's office or by use of a mobile phone SMS.

A mobile phone user can establish this by typing SCV, followed by the name of the school and Send to 8700.  Upon choosing an option from list of schools indicated in the reply, the school's status will be displayed on the phone screen.

Kakooza added that schools whose information cannot be found through SMS are advised to carry all relevant documents used at the time of licensing and registration to the Directorate of Education Standards (DES) located in Kyambogo, Gulu, Mbale, Mbarara and Mpigi for validation.

Kakooza also said the Ministry commenced a validation exercise for all private school licenses and registration certificates effective January 25.
