In the current rules of procedure used by the 9th parliament, Rule 153 provides that meetings of the committee shall be convened by the Speaker of Parliament and the proceedings shall be closed.
The Appointments committee is responsible for approving on behalf of Parliament, the appointment of persons nominated by the President under the Constitution or any other appointment required to be approved by Parliament under any law.
While presenting the committee report, Kenneth Clement Ongalo the Rules committee chairperson noted that his committee received and discussed proposals to open the proceedings of the appointments committee to the public.
"This would ensure transparency, public confidence and make such proceedings public just like proceedings of other committees of parliament," reads the report.
Speaker of parliament Rebecca Kadaga on Wednesday evening directed legislators to go through the committee report in preparation for a debate on Thursday. Kadaga has in the past blamed MPs for voting against opening the committee which she chairs to the public.
Civil society organisations have in the past pushed for the open scrutiny of individuals appointed to public offices.
In Kenya, a Committee to which proposed appointments have been referred notifies the candidate and the public of the time and place for holding of approval hearing at least seven days prior to the hearing.
