In short
EC Secretary, Sam Rwakojo says no funds have been allocated for political party financing in the 2016/2017 financial year.

Electoral Commission-EC is seeking for money to facilitate political party activities in the 2016/2017 financial year. Section 14A of the Political Parties and Organisations Act, 2005, mandates government to fund registered political parties.

However, the EC Secretary, Sam Rwakojo says no funds have been allocated for political party financing in the 2016/2017 financial year. He told the Legal and Parliamentary Affairs Committee on Monday that EC requires about 15 billion Shillings as supplementary funding to facilitate political parties.

Last year, NRM received Shillings 8.2 billion; FDC got 1.14 billion, DP 464 million, UPC 309 million while JEEMA and CP got 30.9 million each. The money is distributed depending on the strength of the political party representation in parliament.

However, some legislators wondered why EC did not include the money in its budget. Kabakumba Masiko, the Bujenje County MP, says this should have been pointed out before the national budget framework paper was passed by Parliament. The Commission however explained that the money is released by Ministry of Finance.
