NRM will within 21 days replace its secretary General John Patrick Amama Mbabazi after today's delegate's conference sitting in Namboole adopted a proposal giving the party chairman powers to appoint one.

Article 16 (3) of the NRM constitution has been amended to have offices of the Secretary General, Treasurer and Deputy Treasurer to be appointed by the party chairman.

The amendments tabled by Local government Minister Adolf Mwesige will take effect after being presented to the national electoral commission as required by the law.

The proposal on appointment of a secretary general was seconded first by Kahinda Otafiire who observed that "Uganda is not short of leaders but we must remove egoistic leaders who serve self-interest… History is repeating itself because we leaders who don't want to learn," he added.

Moroto County MP Simon Peter Aleper and Eng. Hillary Onek also seconded the motion on behalf of Karamoja Region and Northern Uganda respectively. "We must remove those serving self-interest," Onek said in defending the motion.

The office bearers in the new arrangement NRM structure have been converted into ex Central Executive Committee (CEC) members without voting powers.

The party chairman thanked the delegates for endorsing the constitutional amendments, saying it is going to ease sacking of non-performers in the party.

Barya dismissed an argument advanced by the president that an appointed secretary general is to make the party stronger saying it was meant to ensure that no body challenges the party chairman.

"The decision makes structures NRM more artificial and weaker it not at the behest of one man there will be no serious voice, or contradicting opinion because people fear, and say let me keep quiet and survive, and this isn't good or this country and members of a major party t ne held hostage by one man," the law don said.

Barya says Amama Mbabazi needs to come out as an independent and have his own following if he is to remain relevant on Uganda's political arena.  "The other option is to leave politics, go and sleep, so all these things are going to be dependent upon him and how efficient he does it," he said.

NRM also made amendments to article 8 of the party constitution that gives powers to district NRM chairpersons to issue out membership cards. The issuance of party membership has previously been centralized and a mandate accorded to the Secretary General.
The conference also voted and reduced directorates at the secretariat from seven to four.
The directorates that have been maintained include Finance and administration, Legal services, Mobilization and Recruitment, Cadre Development and Publicity and Public Relations. The directorates of Research, economic affairs, and International relations have been removed.
The delegates however rejected a proposal that voters line up to behind candidates during party primaries.
