The money was meant to cover the cost of drinks during village meetings and other mobilization activities for the NRM party ahead of the general election to be held on February 18th 2016.

Livingstone Kategeya, the LCIII Chairperson says all exchanges have been sparked off by disagreements on the utilization of funds.
Kategeya cites a meeting in Kitanswa village where the chairperson proposed that the money be used to buy plates which will be used at community functions but it flopped after supporters rejected the idea.

John Ssemusu, a resident of Kitanswa village accuses the chairpersons of faking projects to embezzle the funds.
Hassan Ssenyonjo, a member of the NRM party at Namuningi village says that although the money was handed over to their NRM Chairperson four days ago, he is yet to call any meeting.

Steven Ssentumbwe, the NRM Chairperson of Namuningi village admits a delay in use of the money but says that he has scheduled meetings before polling day.
In Makulubita Sub County, supporters in 20 villages rejected proposals to inject the money in development projects and they ended up using it to buy alcohol.
The LCIII Chairperson of Katikamu Sub County Sam Sserunjogi says that the money has split supporters because who don't get a share think they are sidelined. He adds that the village meetings have not been effective because distribution of the money has instead taken center stage.
The Luweero NRM district executive is also accusing the NRM committee headed by Former Attorney General Peter Nyombi of sidelining the party structures.
Efforts to talk to MP Peter Nyombi who heads the NRM committee that distribute the money in Luweero were unsuccessful but Ronald Ndawula the NRM Chairperson for Luweero says that such conflicts are inevitable. He however notes that they are engaging NRM chairpersons to enable them reach consensus.
In September last year, More than 100 National Resistance Movement (NRM) village chairpersons and supporters besieged the Luweero district party registrar David Kamugisha protesting alleged embezzlement of their allowances. They were protesting of failure to deliver 15 million shillings disbursed for Mobilization of Museveni at village level. It took the intervention of Abdul Nadduli, Luweero LC 5 chairman to calm the situation.
