The approval of General Aronda’s ministerial appointment was raised by MP Cecilia Ogwal saying that she had received information from the press that he had passed through. Ogwal said this was not right for Parliament to do this since it was against the 1995 constitution of Uganda.
 
But Speaker Rebecca Kadaga informed Ogwal that the matter was not on the order paper and that the Appointments Committee had not presented its report on the floor about the appointment of Aronda for MPs to debate.
 
She said that it was the press that broke the news saying that she witnessed committee members in the corridors of Parliament as she was entering the house addressing the press about what had transpired in the Committee earlier.
 
Kadaga then ruled that all committee MPs that happen to appear on the radio news and television stories talking about the approval of Aronda will have to face the disciplinary committee of Parliament.
 
She said that the rules bars appointments committee members from exposing what transpired in the deliberations of the committee before a report of the committee is presented to parliament for debate.
 
She urged MPs to wait until the committee report is presented on the matter then they debate.

The Leader of Opposition Nandala Mafabi stood up in objection of Kadaga’s ruling saying that no opposition MP had talked to the press concerning the matter. He instead accused the NRM MPs attached to the appointments committee of coming out of the committee jubilating after Aronda was approved to become Internal Affairs minister.

He then said that they could not be part of the proceedings of the house because they as opposition believe in the constitution of Uganda. He informed the Speaker that they were going to address the press about General Aronda’s approval since it had already reached the press.
 
He even revealed on the floor that only one NRM member had objected to the approval of General Aronda during the vote in the committee.
