Panic as Police Directors Take 6 months Without Contracts Top story

A reliable source told URN that the directors whose contracts have yet to be renewed have expressed concern to the Police Policy and Advisory Committee PAC chaired by the Inspector General of Police Martin Okoth Ochola but even this has not help.

There is uncertainty among ten police directors following the expiry of their contracts. The contracts expired between December 2017 and March 2018. Some of the directors applied for the renewal of their contracts but haven't received any reply.

 
The affected include, Edward Ochom the Director Research and Planning, Asan Kasingye, the Chief Political Commissar, Haruna Isabirye, Director Human Resource Development, Fred Yiga, the Director Interpol, Grace Turyagumanawe, the Director Peace Support Operations and John Ndugutse, the Police Attaché to Nairobi.

 
Others are Abas Byakagaba, the Director Counter-terrorism, Asuman Mugyenyi, the Director Operations, Francis Rwego, the Special Interpol Representative to the African Union and Deputy Director Human Resource Development, Felix Ndyomugyenyi.



A reliable source told URN that the directors have expressed concern to the Police Policy and Advisory Committee (PAC), which is chaired by the Inspector General of Police, Martin Okoth Ochola.

 
Section 16(3) of the police act mandates the Internal Affairs Minister to renew the contracts of police officers over and above the rank of Assistant Superintendent of Police (ASP), where most of the directors belong.

 
When contacted on the delayed renewal of the contracts, Internal Affairs Minister, Gen. Jeje Odong, said there was no cause for panic.

Once a police officer is appointed to the position of Director, they are considered retired and begin operating on contracts renewable after three years. Most of the directors in the police force had their first contracts in 2008 when Directorates were created by the then IGP, Kale Kayihura.
