Besigye's Makerere University Rally Hangs in Balance

Besigye, who was due to address a rally at the freedom square at Makerere University, altered the route to cover up for the time he lost when he was briefly detained at various Police stations in Kampala early today.

There is heavy deployment in and around Wandegeya, a Kampala suburb where Dr Kizza Besigye, the Forum for Democratic Change- FDC party presidential candidate was stopped from proceeding to the city centre.

Besigye, who was due to address a rally at the freedom square at Makerere University, altered the route to cover up for the time he lost when he was briefly detained at various Police stations in Kampala early today.

Police accused him of disobeying orders not to disrupt city traffic. Police had altered his route to stop him from leading a procession through the Kampala-Jinja road and instead use Mukwano road, which is considered to be less congested. He was driven to his home in Kasangati by the Police.

He later resumed his campaign schedule and led a procession from his home through Gayaza road to Wandegeya, just a few meters to the university campus.

However, he still insisted on going through the city centre before heading to Makerere University, a decision which resulted into running battles between Police and thousands of Besigye supporters as Police insisted that a procession through the city center would disrupt business.

Wandegeya District Police Commander Brian Ampaire says Besigye would not be allowed to proceed to Makerere today because his campaign time had elapsed. Electoral Commission guidelines limit campaign times to 6pm. However Dr Kizza Besigye has in the recent past held campaign rallies beyond 9pm in parts of Kampala and Wakiso.

All access routes to Makerere University have been cordoned off by regular and Military Police personnel.
