Police Investigating 18 Firms For Irregular Payments

The Criminal Investigations Directorate (CID) is investigating how 18 contractors were irregularly paid 37 billion shillings by the Ministry of Works and Transport.

The payments were in excess of actual works and unexecuted works and some companies were paid for unexecuted works on roads and bridge works in different parts of the country.

The Ministry of Works and Transport prepared 18 files with details of signed contracts, contract committee approvals, payments schedules and requisitions for payments that it forwarded to the Director of CID. 

Police has formed 32 teams that are investigating various government Ministries, departments and agencies over fraud.

In the five page document, the Ministry also availed police payment vouchers, names, titles and duty stations of the culprits, account details where funds were remitted, acknowledgement receipts for funds and reports made on the works.

Some owners of the defaulting companies have recorded statements at the CID headquarters. People like Ally Mukalazi the Managing Director of Mukalazi Technical services, Pius Mugalasi of Eastern builders, James Kibuuka Mulowoza of Mulowoza and brothers Ltd, and Bossa Ndege of Omega construction and Multiplex Ltd.

According to details seen by Uganda Radio Network, Mulowoza and Brothers Ltd and Gauff Consultants Ltd, were contracted to rehabilitate the 59Km, Lorro, Katekekile and Moroto – Nakiloro Kenya Border roads at a cost of 8.2billion shillings.

The same company is being investigated over another payment of 2.6billion shillings for the construction of Saaka swamp crossing between Kaliro and Paliisa district.

Eastern builders and Engineers were paid to rehabilitate of Girik River – Lokales – Karita Road (21Km) and Construction of Girik Bridge (30m Span) at 4.4billion shillings.

Omega construction of Bossa Ndege was contracted to rehabilitate Lokichar - Turtuko - Nyankwae road (50.08Km)
Bosa Ndege’s other company Multiplex Ltd had questionable payments for the rehabilitation of selected City roads of 4.2billion shillings.

Also under investigation if Summit Projects Ltd that was charged with Upgrading Kakungulu Estate roads from gravel to Bitumen Standard (3.7Km) for 909million shillings.

Lamba Enterprises Ltd is being investigated over questionable payments for maintenance and rehabilitation of Bukomero – Kinkizi- Kayera – Kyankwanzi road (76Km) for 2.2billion shillings.

MML Road construction co. Ltd is being queried for the rehabilitation of Muko – Nyanamo  - Wolfram mines road (10Km) for 353million shillings. MML Road construction co. Ltd for the construction of Okoror at 400million shillings.

Mukalazi Technical Services Ltd, opened Morujale – Lake Opeta Road (42Km) for 1.9billion shillings.

The same company is being queried for the emergency repairs of roads damaged by floods in Northern and Eastern by Class A- package 1 for a contract sum of 1.2billion shilling.

Another company Coil (U) Ltd is being questioned for irregular payment for the construction sum of 1.4billion shillings.
M& B Engineers Ltd in Riwo - Muimet - Kapnandi (22Km) for a contract sum of 1billion shillings. 

The same company is questioned for Birara Bridge in Rukungiri district for 1.7billion shillings. M& B Engineers Ltd was still paid irregularly for the construction of Mpongo River Crossing in Kabarole district for the contract sum of 689million shillings. 

BCR (U) Ltd constructed Kabundaire Bridge in Kabarole district for the contract sum of 546million shillings.

Hands Uganda Ltd was irregularly paid 546million shillings for the construction of Simu – Pondo Bridge in Sironko.

Sixway Engineering Works Ltd had an irregular payment of 895million shillings for the Nyanga River crossing in Isingiro district.
