Police Snubs CAO's Request for Armed Guard

Police has snubbed a request by Joyce Loyce Namboozo, the Nakaseke Chief Administrative Officer for protection saying there is no sufficient evidence to justify her request. On January 16, 2013 Namboozo petitioned the Nakaseke District Police Commander Edward Kyaligonza seeking for armed security personnel citing threats on her life by some officials in the district. The petition was copied Patrick Bitabire, the permanent Secretary in Ministry of local government, RDC Geoffrey Kyomukama and LC 5 chairperson Ignatius Koomu Kiwanuka.

In her petition, Namboozo claimed that her life had come under threat because of her vigilance in ensuring accountability of government programmes in the district and disciplinary action against errant officers. Despite the fact that she didn't name those behind the threats on her life, Namboozo asked the DPC to allocate her armed guard to protect her at work and her home. Edward Kyaligonza, the Nakaseke District Police Commander received the petition but he has not allocated the CAO any security personnel.
 
Kyaligonza explains that the issues raised by the CAO in her petition were not enough to justify her demands. He says that they want Namboozo to name the people behind the threats on her life. He however, says that they have launched investigations to substantiate the claims by the CAO, adding that they will give her security once the allegations turn out to be true. Geoffrey Kyomukama, the Nakaseke RDC and District security committee chairperson says that although CAO has a right to seek for protection, the district lack sufficient manpower to respond to her request.

He however says that they are studying her petition and see how she can be helped. Ignatius Koomu Kiwanuka, the Nakaseke LC V Chairperson has asked the CAO to file a case with police if she feels insecure instead of seeking armed protection without sufficient grounds. Koomu says that he is not aware of any threats from the interdicted officials to the CAO, he however asked police to investigate the matter. Last year, Namboozo interdicted at least four civil servants for alleged abuse of office and corruption. They include staff from the district Procurement Office, Nakaseke Hospital Medical Superintendent office, District Health Office and driver attached to LC 5 Chairman.
 
Her decision drew animosity between her, civil servants and political leadership. However URN couldn't establish whether some of the interdicted officials are behind the threats on the life of the CAO.  
In December last year, Nakaseke district council moved a vote of no confidence in the CAO and recommended her sacking by the local government ministry. The councilors accuse the CAO of among other things incompetence, cordoning corruption, and failure to failing to implement lawful council resolutions.
