Prisoners to Forego Uniform Amidst Crop Failure

Prisoners and Prisons officers will have to wait a little longer to get another pair of uniform after two of the department’s prisons farms recorded a failed crop of maize.

The Uganda Prisons Service has an annual feeding budget of UGX 28b for its 33,600 inmates.

Commissioner General of Prisons, Dr. Johnson Byabashaija said in an interview that the crop failure had dealt a major blow to the department’s feeding program.

Recently the maize crop in Rwimi prison farm, Ibuga prison farm and Mubuku prison farm were scorched by the sun.

Though the feeding budget is UGX 28b to which government contributes about UGX 15b, prisons grow UGX 6b worth of food on its farms.

Dr. Byabashaija says the department always has a deficit of UGX 7b. Currently prisons generates up to 30percent of its feeding requirements which saves the department about UGX 6b.

According to Dr. Byabashaija, government does not budget for uniforms and it’s from such saving the department is able to buy uniforms for the officers and prisoners.

The department said they also expected to make a saving from the current budget to replace their band’s 1975 equipment but all this will have to wait.

He says the department will have no option but to ask government for a supplementary budget to feed the growing number of prisoners in its 221 facilities.

According to him the escalating food prices experiences last August had wiped out the entire prisons feeding budgeting in two quotas which prompted the department to ask for a supplementary.

Dr. Byababashaija says the department is trying to buttress itself against food shortages by putting in place more farms in Patiko and Namalu but it has been delayed by lack of equipment.
