The appointment of Professor Nabugwomu implies that Kyambogo University Council has rejected a request for re-appointment by Prof. Isaiah Omolo Ndiege, whose term of office was marred by controversies. Ndiege’s substantive contract expires on Saturday 11th January 2014.
Professor Isaiah Ndiege earlier wrote to the University Council applying for re-appointment as Vice Chancellor and an additional request that he is appointed in acting capacity if the decision on re-appointment was not made by the end of his current contract. Ndiege also requested to be paid 30% gratuity at the end of his contract.
However although Ndiege is eligible for a second term, the University Council says he can only compete with other contenders when the position is advertised, Kyambogo University Spokes Person Lawrence Mandete says
The council also resolved that in its next meeting, members suggest names of people to comprise a committee in order to start the search for another substantive vice chancellor, Mandete adds.

Madete also noted that the Council resolved that Professor Ndiege’s request for appointment in acting capacity cannot be made and is not permitted under the law because a substantive officer cannot be appointed in acting capacity especially when his contract has ended.

The Council has also appointed an evaluation team of three to evaluate Professor Ndiege’s performance during his five year tenure.
A credible source in the Council meeting revealed that the appointed team comprises Professor Kabasa Daudi, Professor J C Musaazi, Dr. Mary Muhwenda and Mr. Micheal Ariiyo.
The source who prefefred anonymity also revealed that the evaluation by the team is to guide the council to see whether Professor Ndiege is eligible to re-apply for the position
