Prof. Omaswa Trapped in Land Wrangle

A row is brewing between Uganda's director general of Health services, professor Francis Omaswa, and the pilgrim, an organization that plans to construct Teso University in Arapai. Prof Omaswa has sought a court injunction blocking any development on the land on which the university's location is being proposed. Prof Omaswa accuses Pilgrim of fraudulently and illegally obtaining Teso University land title. He has asked court to put a caveat and a permanent injunction on any development on the land. If implemented, the caveat places a glitch on the agreement that was signed between the Teso University board of trustees and the Soroti diocese. In 2008, the founder members and board of trustees for Teso University agreed to sub lease more than 200 acres of the University land to pilgrim. A sub lease agreement was signed between Geresom Ilukor, The Rtd Bishop of Church of Uganda Soroti diocese on behalf of Teso University and David Calvin Echodu, on behalf of Pilgrim. The memorandum, a copy of which Uganda Radio Network has seen in part reads that Teso University has agreed to lease the land to pilgrim for a period of tens years to establish a functional university. However, Omaswa who also served as the chairperson of the University council maintains that pilgrim acquired the land title fraudulently and illegally. But on Saturday the University board of trustees led by Bishop Ilukor, convened a meeting of Teso leaders and disowned Professor Omaswa. He said Omaswa's term of office ended in 2008. A statement read by Former Mayor of Soroti Municipality George William Egunyu, states that the decision by the defunct council to take pilgrim to court, is ill intentioned, and in bad faith. The meeting turned rowdy when some leaders demanded to know the whereabouts of the land title. The land title is reportedly in the hands of Teso University, because the donors allegedly challenged Pilgrim to produce the land title before they would commit any funds.
