Baryayanga, an independent legislator defeated NRMs Serapio Rukundo in 2011 and NRMs Francis Mwesigye Runumi in the 2016 general elections, while Byamugisha defeated Forum for Democratic Change FDC candidate, Pius Ruhemurana in 2016 elections.

Kabale Resident District Commissioner Darius Nandiinda has clashed with Municipality Member of Parliament Andrew Aja Baryayanga and Mayor Emmanuel Sentaro Byamugisha over their lukewarm allegiance to the ruling National Resistance Movement (NRM) party.

The three leaders caught up in a verbal exchange on Friday afternoon when Nandiinda confronted Baryayanga and Byamugisha for defying the NRM to contest as independent candidates in previous polls.  He advised them to return to the party ahead of the 2021 polls to avoid a battle against their candidature.

Baryayanga, an independent legislator defeated NRM's Serapio Rukundo in 2011 and NRM's Francis Mwesigye Runumi in the 2016 general elections, while Byamugisha defeated Forum for Democratic Change (FDC) candidate, Pius Ruhemurana in 2021 elections.
Nandiinda says that the two leaders have to make a quick choice as NRM moves to define its supporters.

Baryayanga retorted that despite being an independent legislator, he has never sabotaged any government program.  He added that he chose to contest as an independent candidate after consulting his supporters and urged the RDC to instead cooperate with him in developing Kabale municipality.

Prime Minister Dr Ruhakana Rugunda urged the public to avoid divisive politics and added that despite being an independent candidate, Baryayanga is a very hard working legislator.

The leaders were on Friday speaking at a function to commission a two-storied medical ward and a theatre at Kamukira Health Centre IV in Kabale Municipality. Kabale Municipality Mayor Emmanuel Sentaro Byamugisha says that the facility had been unable to admit patients due to lack of a medical ward.

Byamugisha, however, says that the facility still lacks a generator, an ambulance and theater equipment.
