RDC Halts Health Facility Launch over Shoddy Work

Masaka Resident District Commissioner Linos Ngompek has deferred the commissioning of a Theatre at Kyanamukaka Health Centre IV over shoddy work.

The theater was remodeled as part of the Ugx 37 million project approved by Masaka district local government council in the first quarter of this financial year. The commissioning was scheduled for Friday, October 31.

However, the RDC who had been requested to witness the commissioning of the facilities on behalf of government has stayed the event after establishing that the construction works were below standard. Ngompek claims the walls of the reconstructed walls of Theater have already started developing cracks even before use.

He says this is a straight indicator that there was poor workmanship in the project works, faulting the credibility of the district engineer who is supposed to be the main technical supervisor of the works.

He says the project will only be commissioned after fixing the faults to the standards.

Ngompek says his office has also taken interest to investigate all other works done in the district and the municipality saying he has reports that the contracts are fraudulently awarded and there is no clear accountability and value for money.

He says he has already petitioned the respective chief Financial Officers to avail him with bids and contract documents and their accountability reports of the projects, to aide in investigations. He adds that all implicated officials will eventually be prosecuted.

Paul Migadde, the Kyanamukaka Sub County chairperson says the district exclusively managed the project and the contract documents remained concealed, limiting their supervision. He however hastens to observe that the structures are visibly below standards.

Elias Jjuuko, the acting Masaka district engineer, whom we contacted by phone has declined to divulge details to the contract saying he doesn't execute his duties through the press.

But Gerald Luwemba Ntuuwa, the L.C.V councilor for Kyanamukaka says because there was a limited period within which to execute the works, they avoided the contract process and council assigned the engineer to directly find local builders to do the work, which according to him was accomplished and there is value for money.
