Residents Demand Arrest of CDO Over Funds

More than 70 residents of Kito Sub County in Nakaseke district have petitioned the LC V chairperson and Chief Administration Officer accusing their Community Development Officer for embezzling 5.4 million shillings. Through their area councilor, Francis Nalumonso, the residents accuse Rogers Musiza, the Kito sub county Community Development Officer of embezzling funds meant for buying livestock under the Community Driven Development Programme. 

The animals were meant for distribution amongst members of Kito Women Empowerment Group, Work Together Group and Bivamuntuyo Youth Group. Nalumonso explains that in December 2012, Nakaseke district disbursed seven million shillings to Kito Sub County for buying livestock for sustainable development. He claims that Musiza only released 1,600,000 million shillings and misappropriated the remaining money. Nalumonso claims that the Musiza went ahead and forged accountabilities showing that he had disbursed all the money to the beneficiaries. 

He claims that Musiza has snubbed all demands to clear the money and now they want Ignatius Koomu, the Nakaseke LC V chairperson and Joyce Loyce Namboozo, the chief administrative officer to order his arrest for alleged embezzlement. Beatrice Nalwoga, the secretary Kito Women Empowerment Group says that whenever they approach the CDO for their cash he instead issues them with threats. Nalwoga says that they booked several heifers but Musiza has frustrated their plans by swindling the money. Daniel Mukwaya, another resident says the embezzlement of the money has blown away their hopes of getting out of poverty.

Mukwaya demands the immediate interdiction of the community development officer. Ignatius Koomu, the Nakaseke LC5 chairperson has confirmed receiving the petition from the residents. He says that Musiza pleaded guilty in writing for embezzling the money and has pledged to refund it.

Rogers Musiza declined to comment on the allegations brought against him by residents saying that he is consulting his lawyers on the way forward. This is the second time within six months a Community Development Officer in Nakaseke district have been implicated for embezzling funds meant for community programs. In November 2012, Rose Nanyonga the Kapeeka sub county Community Development Officer was arrested for embezzling 2 million shillings meant for PWD activities. She later refunded the money.
