Councilors Block Chairperson's Trip Over Allowances Top story

On Tuesday, the Sembabule LC V Chairperson who also doubles as the Finance Secretary, Jude Kiganda tabled a motion in the district council requiring approval for the deduction of 9 million from the councilors trip.

Sembabule district councilors have blocked the trip of the LC V Chairperson to China because of a proposal to deduct their allowances to meet his travel expenses. Dr. Elii Muhumuza is scheduled to attend the China-African Local Government Cooperation forum scheduled for November this year in Beijing.

The District Executive Committee resolved to reduce on the councilor's allowances to cater for Muhumuza's travel expenses. On Tuesday, the Sembabule LC V Chairperson who also doubles as the Finance Secretary, Jude Kiganda tabled a motion in the district council requiring approval for the deduction of 9 million from the councilor's trip.

 
He argued that Dr. Muhumuza would use the trip to establish bilateral partnership with Chinese investors to the advantage of the district.

However, majority of the councilors led Jolly Keshande, the female representative of Mijwala Sub County couldn't have any of this.  Keshadde argued that the motion had been hurriedly smuggled into the council without any input from the Finance Sectoral Committee, something that raises suspicion.
 

She also argued that it was improper for councilors to cater for the chairperson's travel expenses without any proof of invitation.

The heated debate among councilors compelled the Speaker, Phoebe Arinaitwe to conduct a vote in, which 21 out of the 28 councilors voted to withdraw the motion.

 
Kiganda accused the councilors of blocking a grand development plan for the district that would come from the trip. He however, disclosed that they will seek technical guidance from the Chief Administrative Officer on how to handle the situation at hand.

 
The development comes at a time when Dr. Muhumuza is under pressure from a section of councilors who want to pass a vote of no confidence against him for alleged insubordination.
