Felix Onama, the officer in charge of Aywee Police Out Post in Gulu Municipality, has been arrested for bribery. Onama is alleged to have recived a 150,000-shilling bribe from Julius Oloya, a man whose son was arrested for defilement. Onama asked for the money to quash the case against the boy. Johnson Kilama, the Northern Regional Police spokesman, says Oloya reported the bribery case shortly after he handed over the money. Onama, who is being held at Gulu Central Police Station, has declined to comment on the allegation. In Kitgum, the regional police department are investigating allegations that police bosses in Agoro sub-county have been extorting money from the junior policemen and women under the pretext of raisng moeny to fuel the police car. Phinehas Arinaitwe, the Northern Regional Police Commander, says his office has received reports that the police bosses have been deducting 15,000 shillings per month from the salaries of each Special Police Constable. Each of the 30 SPCs deployed in the sub-counties just earns 100,000 shillings per month. Arinaitwe says that the police bosses have been collecting a total 450,000 shillings per month from the SPCs. Agoro police bosses have however defended their actions. They said the deduction was made with the consent of the SPCs.
