Police in Katwe has opened a General Inquiry file to investigate circumstances under which a suspect was found unconscious in police cells and later died on arrival to Mulago hospital.

Ibrahim Kamada Tomusange died on Wednesday morning shortly after he was rushed for medical attention to Mulago hospital by a police patrol car.

Kamada Tomusange was arrested together with John Walakira on Sunday, January 13 for burglary and theft and their case was entered in the crime reference book as CRB 099/13. The duo was picked by police from Kibuye market.

Cells guards realized Tomusange was unconscious when they were changing duties.

Katwe Division Police Commander Richard Ecega says they are yet to establish the actual cause of Tomusange’s death. He said police was waiting for a post mortem report.

However, a source in Mulago told URN that the autopsy on Tomusange’s body revealed that at least seven of his ribs on one side of the rib cage and six on the other cage were broken. Sources revealed that Tomusange died from blunt face trauma occasioned on his body.

The source said Tomusange could have been tortured in police cells and left to die.

When Uganda Radio Network asked the DPC Richard Ecega whether Tomusange had fought together with other suspects or whether he had been beaten by policemen on duty, he said only a postmortem would prove the cause of death.

Ecega said police had opened a general inquiry file.

Tomusange together with John Walakira were supposed to have been charged with burglary and theft on Wednesday.
