The shooting comes amidst accusations between security and political leaders in Kisoro over the escalation of crime in the district. The political leaders led by Abel Bizimana, the Kisoro District Chairperson, accuse police of reluctance to execute their mandate to protect the lives of citizens and their property.

They also fault police for freeing suspects handed over to them before conducting investigations. But Hajji Shafique Ssekandi, the Kisoro Resident District Commissioner, has dismissed the allegations of laxity leveled against police and members of other security organs.
