Town Clerk In Trouble For Harassing Traders

Robin Tugume, the town clerk of Hamurwa Town council in Kabale district, is in trouble for allegedly harassing traders.

Tugume is accused of harassing traders in Karukara market, the town council’s main market.

Karukara market, which has for many years operated along the Kabale –Kisoro road was, relocated to safe guard the lives of the traders as well as their customers.

The move which was at first welcomed by traders has now taken another twist as the traders accuse the council authorities for harassing them by beating as well as confiscating their property without reason.

Gaudesio Busingye, 50 who sells onions and Tomatoes says she broke her arm after the town clerk beat her. She says that her merchandise was also confiscated and has suffered numerous losses.

The town clerk has however denied the accusations. He however says that minimum force was used on the traders who were resisting relocation. She says that the confiscated items were returned to the owners.

Tugume accuses the traders of exaggerating the problems being faced at the market.

Traders are also unhappy about the standards at the new market. He says that the rainy seasons have always paved way for muddy walkways making it difficult for the buyers to access the stalls.

The market also lacks toilet facilities.

The traders want the authorities to rectify these anomalies.

But the town clerk says the town council is planting some grass in order to check the problem. Council also plans to construct a four stance Ventilated improved pit latrine at the market in August this year.

Hamurwa Town council in Rubanda East constituency is one of the three newly created town councils in the district.
