The Uganda National Examinations Board--UNEB has issued a warning to all head teachers against stopping fees defaulters from sitting the ongoing Uganda Certificate of Education examinations.

The warning comes after the previous occurrences where head teachers would stop candidates who registered for the UNEB examinations, but had not completed the school fees from sitting. In the past several candidates missed the final examinations due to such incidences of being expelled from the examination rooms. Now, UNEB has moved to stop the head teachers from engaging in similar acts in the current examination period.

Mathew Bukenya, the UNEB Executive Secretary says it is wrong to dismiss candidates in the final examinations. Bukenya is wondering why head teachers refuse to dismiss the candidates earlier and only wait for the exam period to do so. He says head teachers must allow such candidates to sit, but negotiate with them on how the fees balances can be paid after the exams.

He says it is poor planning on the side of the head teachers to prevent candidates from sitting for the final examinations when they have been kept for the whole year.

Bukenya has also called on candidates and parents to guard against fake examination question papers in circulation. He says already in Luweero and Masaka districts, unscrupulous people as selling fake papers claiming that they are genuine UNEB papers. He says the board is working with police to ensure that such people are arrested and prosecuted.
