The committee on Commissions, Statutory Authorities and State Enterprises (COSASE) directed that the report should highlight companies awarded contracts, whether they have capacity to implement them and if they are the companies executing the contracts.
The committee gave UNRA officials up to November 22 to come up with the due diligence report.
UNRA officials led by the Executive Director Allen Kagina were appearing before the committee chaired by Bugweri County MP Abdu Katuntu this afternoon.
Today's interface followed UNRA's payment of 21.9 billion Shillings to a company it did not contract. These uncertain payments to China Railway Number 3 Engineering Group Company Uganda Limited were discovered by COSASE yesterday.
However, Kagina today told the committee that the company UNRA paid is not the one doing the work but work is being executed by a Chinese based China Railway Number 3 Engineering Group which they contracted.
//Cue in: "Yesterday when we...
Cue out:...account receiving money."//
Committee Chairperson Abdu Katuntu directed UNRA to stop payments to people who are not parties to contracts saying that it is risky and increases contract costs.
//Cue in: "I saw you...
Cue out:...project becomes costly."//
Kagina said that following yesterday's meeting, UNRA decided not to continue paying the wrong party- China Railway Engineering Uganda and demanded that the company contracted to carry out works on Hoima-Katunguru and Kanoni-Sembabule-Villa Maria Road should open its own accounts.
Committee Vice Chairperson Anita Among demanded for a progress report on the Kanoni-Sembabule-Villa Maria road and audited accounts for the project.
The committee further directed UNRA to provide a report on Tuesday next week on payments to companies that it contracted. The committee wants to ascertain whether the companies contracted are the ones being paid.
