This edition of National Perspective looks at the Kampala Capital City Authority (KCCA), the newest statutory body in the country. Under the Kampala Capital City Act 2010, the authority was instituted to be the point of administration for the city on behalf of the local government. This means that the running of Kampala City is no longer under the Local Governments Act.

So, this edition tries to understand what legal and operational challenges this change presented to those who run the city. It also looks at the KCCA Act, its provisions and the challenges or opportunities it presents to the city administrators.

In its short life, KCCA has been in the limelight due to the power struggles that emanate from the two leaders’ (Executive Director and Lord Mayor) interpretation of their duties as per the new law. This program also looks into where this power struggle comes from and poses questions on whether there are solutions.

We bring you perspectives from ordinary workers in the old Kampala City Council arrangement, now uncertain of whether they will keep their jobs under KCCA. Leaders at the City Divisions are also facing challenges in implementing projects in their areas.
